This should do it

(C>Mov(C,30,S))*BarsSince(Cross(C,Mov(C,30,S)));

Don't forget to force plenty of bars if used in an exploration otherwise the results will be N/A on
some issues. If C is greater than the moving average then you'll get the number of bars. If it's
less than the moving average you'll get zero. Just remove the asterisk and everything before it if
you're not interested in the current relative position of MA to C.
