Supposedly there is software to monitor this for you, but if you really want
an item, the best thing to do is determine the maximum price you will pay
ahead of time, then bid that price.  If it's something you really really
want then you have to monitor the auction till the very end and keep your
finger on the trigger and be willing to pay and outbid any last minute
bidders who are doing the same thing as you.

eBay is very mechanical.  Say the current price is $10.00 and there are
three bidders in front of you.

Seller X starts the auction at $4 at 9:30am. The price is $4.
Bidder A bids  $5 at  9:35.  The price is now  $5.  Winning bid to A.
Bidder B bids $15 at  9:45.  The price is now  $6.  Winning bid to B.
Bidder C bids  $7 at 10:00.  The price is now $10.  Winning bid to B.

You come along and as

Bidder D bid  $12 at 10:15.  The price is now $12.  Winning bid still to B.

and so on and so forth.  Vaughan is right, bid pages are the easiest way to
keep up with prices, all other pages update very slowly.
