Yes,  you can. The historic data for the P/C ratioes is available at
http://www.eskimo.com/~haferman/PUTCALL
Jeff Haferman posted that (post#3276)  in response to a question I had. Note
that there are files for all three ratioes (Index, Equity, Total). You can
then use the Downloader to convert the data to MS. An additional step I found
useful (perhaps in part due to my lack of competence in MS) was to add the
P/C ratio to the data for the underlying issue with which I wished to compare
it. I then could have QQQ and P/C ratio together in the same chart for example.
If you wish to keep the data current on your own thereafter, you can subscribe
(it's free) to the CBOE statistics report. and you'll get a nightly e-mail.
