$20/hr sounds a good deal to me. Putting a PC
together is far easier - you can't put memory in the wrong way around and power
supply leads to to only fit one way onto the motherboard.
Most PC mags do a regular feature about
building/upgrading yr. own PC with easy to follow instructions.

Its quite easy but
only if you know what you are doing.
Many years ago
when I did my own minor car repairs I came across a repair shop that rented
tools at $5 per hour and charged $20 per hour for a mechanic to fix up
your mess.

Firstly, have you tried to defragment your hard
drive. Seriously, as someone who speaks from experience, why not build
your own. It's very easy. You'll need to set aside a day, but if you have
researched the problem well enough to specify your own machine, then
putting it together yourself is v. easy.
