Under: File | New | Chart

highlight the symbol you wish (make sure you use symbols from data vendor 
-- not local data)

Then Click:  Tools | Properties

and enter appropriate "start time" and "end time"

This change will persist for that data-vendor symbol, until of course you 
change it again.
