Price Movement of Nasdaq

I noticed the Metastock EOD Price Osc. indicator (percentage) for a 1
day MOV vs. 200 day MOV as of 3/14/2001 is at the lowest value with
Quotes-Plus data.  Because QP data only goes back to 1/2/90, I had to
update my Yahoo data using Quote-Monster.  Yahoo data goes back to
10/11/1984 and I was able to at least find a matching level for the
Osc on 10/12/1990.
I uploaded 4 charts so you may visualize what I am writing:

both show the NASDAQ is farther below its 100 and 200
day MOV's than it has been in over 14 years.

shows recent panic selling levels have approached
1987 level hysteria.

may see the source data.

My question is, does the group think these charts indicate a market
bottom?
