Actually it is some data services, including Reuters, that truncate the
volume to save space, rather than the DownLoader.
I believe the DownLoader should be fixed so that it gives us accurate data
that is adjusted as per the data service being used.

This is not a bug. I asked about this years ago. The DownLoader is
truncating the volume by a factor of 100, apparently to save space.
