When a file is reported missing it is listed in the registry file. At times
it has happened to me and I take the following steps.
1 Back up your registry file.
2 Use regedit in Start Run commands to open the file.
3 Use the Find command to search for the missing file and note the folder
and program
associated with it.
4 Delete the reference in the register file to the missing file and close
the register file.
Your system will not now give you messages of this missing file. If your
program will not function then reload it. My experience has been that it has
not been necessary to reload.

Lionel,
I coudn't locate this file on my computer or on Microsoft's
support web site. As far as the file name goes, the file
appears to be an Microsoft (ms) dll that is used as an api
(application program interface) for a web function.
It is possible that some other program you have loaded on
your machine and not Microsoft or Metastock has installed
this file.
