Lionel,
I coudn't locate this file on my computer or on Microsoft's
support web site. As far as the file name goes, the file
appears to be an Microsoft (ms) dll that is used as an api
(application program interface) for a web function.
It is possible that some other program you have loaded on
your machine and not Microsoft or Metastock has installed
this file.
