"Resources" as it is refered to 3x above, is too simply been put there.
"Resources" are a holdover from the early 1980 PC design days.
(Holdover from first XT and later AT).
Any OS, thus this incl. Win-NT, "suffers" from the PC's AT design structure for PC's MEM.
Therefore getting Low on Resources errors are frequently generated on Win-NT as well.
But the build-in Win-NT Memory Manager is of a better design, eg to the use the "lower" PC's
system resources(<1064) solely for "itselve" and user resources(>1064kB) for "itselve and
other manufacturer's applications". (When run, Win-NT dominates the lower resources).
And there is another huge difference though.
Win-NT uses a surrogate DOS clone NTDOS, eg WIN-NT's own version of "DOS", a cloned
boxed version of the Win9x's "MsDos-Prompt" console box.
wheras 9x uses the actual DOS environment, eg first to boot in, and later within Windows
uses a Virtual DOS (in a console and based on the old DOS techniques) AND has a build
in switch oportunity to go back to the true DOS Operating System {therefore DOS games
can be played on Win9x machines whereas this is not possible on WIN-NT}.
By AT design(<640kB), System resources cannot be reclaimed. Period.
{a reboot will do, tho}. Eg flushing the MEM cannot be achieved.
By AT design(<640kB) Microsoft had to therefore create loading techniques(>640kB<1064kB)
{not seen by other software producers/vendors} to be able to load into the "endless" area(RAM) what is later known as the "User
Resources"{and what the general public refers to as "RAM"}".

Another Tip: Delete any screensavers from your PC, to regain sources.
