Seems that something like:
h0:=ref(H,0)
h1:=ref(H,-1)
etc.....
if(h0<h7 and h1<h7 and h2<h7 and h3<h7 etc ...... h8<h7 etc....,1,0)
will do the trick.
This indicator will then print a spiky 1 if the condition is true and a zero
if it does not.
