As of 990709 the 10yr/yield ECB-Euro € Rate changed back to Negaitive.
The Rate's last Negative signal was "only" fired on 960222 (eg ever since 1996 @ 6.33),
and Rate's value has reached a Low @ 3.74 on 990125 (latest on 990712 is @ 4.92).
