With Windows 95, the quick launch (task) tool bar is / was installed during
the installation of IE 4.X if active desktop (desktop integration) was a
selected installation option. IE 5 will not install active desktop, but will
refresh it if already installed. Windows 98 comes with active desktop
preinstalled, so again it is refreshed with an IE5 installation / upgrade..
