Lionel, I've read a (favourable) review of the disc cloning software "Ghost" in a Swedish computer mag a couple of weeks ago, and it looks like it might fit the bill. They claim that a 300 MB Win95 system can transferred in 5-10 minutes, which *IS* a bit of an improvement.
