There are a number of different forms of parliamentary democratic
governments that I am aware of
:
1. the European where you vote for the party and not for a candidate, its
also called proportional representation. This is the form that I think you
are referring to.

2.  the British model where you vote for a candidate in an electoral
district, as we do in this country.   This is the system followed in most or
perhaps all of the territories of what was once the British Empire.  This is
the system followed in Canada and Australia among others. It is quite
difficult for a minority party (except under rare circumstances) to bring
down a government.

3. there is also the German model which is half proportional representation
and half candidate type of elections.

4.  the American model which is usually called a presidential system.

Each of the above forms have from time to time been converted into
dictatorships.
