As far as I know you can't attach an Expert Advisor to an indicator, but you
can attach it to a security.
You can color the the securities price as you like. Create an Expert Adviser
(or edit one) and choose the Highlight tab. If you create (New...) a
highlight you can set the conditions and the color.
If you like your secutities color for a specific day to be colored green
when the RSI(14) was higher than the day before. RSI(14) > Ref( RSI(14), -1)
and color Green. Make any adjustments you like and attach the Expert to your
security.
