Technician won't fix the problem.  You can't restore a full backup of 95
over 98 anyway. The results would be disasterous.  I am sugessting
re-installing everything from scratch.  Your machine will then be stable for
6 months and then you get to repeat the process again or using linux or
windows NT which are  more robust and stable than 95/98.
