Brian,

I did not say it explicitly says there is email notification.  It  
implies it by the subscriptions list of subscribed issues under my  
account / subscriptions.  Also the delete, pause, and continue with  
subscription controls.  In the home page, it shows a letter icon that  
is enabled on your issues that are subscribed.  This all implies that  
email notification is built-in.

If it is not enabled for anyone, then that solves the mystery.
