The article is available in the Jan09 issue of Stocks &  Commodities - you have to subscribe to S&C. I think it would be quite difficult to automate as it invloves trend lines on the indicator (RSI) and divergences. The idea is that you can see when a trend is over for the RSI line: it has to break the trend line and then to make a divergence; only from this moment can you look at entry.
