"Best"...Cheapest - Probably Interactive Brokers. It's free if your 
activly trading and $10/month If you're idle. That's for american 
exchanges and a few foreign ones plus free forex. You must have an 
account with them and they are great on commisions too. Probably not 
the cleanest though. 
Cleanest - I don't know... TC2K will be right up there though if it's 
anything like their EOD.
