It works for me on my Duo Core CPU machine. I believe this function
was designed to work by calling it at least twice (first param True,
subsequent False). The line GetPerformanceCounter(True) should be
used at time you want to start counting since it will reset the
counter value to 0. Then, just call GetPerformanceCounter() without
any params (defaults to False) to get reading of counter since it was
last reset.
