No it doesn't. What you see is you local IE cache. If you hit "refresh" it will be refreshed

with new content.

Just to note, It still says 4.80 download (even though it downloads 4.90)

ie.
AmiBroker 4.80 User's Guide in PDF format 4,214,039 bytes = ~4MB) (801 pages book format)
(click with right mouse button and choose "Save Target As..." to save the file to your hard disk)
