NO the structure is not convoluted. 
Layouts are saved in special folder called "Layouts" - read the documentation,
here: http://www.amibroker.com/guide/h_sheets.html (SCROLL DOWN to the end of the page).

There is LAYOUTS tab that you should use.
Reading documentation is always better than ranting that developer is crazy.
