[amibroker] Have this string function been implemented?

I was looking for a function to convert string into uppercase/lowercase 
and I stumbled into this post:

Looking at the date of this post which is dated September 02, 2004, I 
assumed that this function would have been implemented in current 
version of AB (4.705) but these functions (strToUpper and strToLower) 
don't seem to be recognized.

Tomasz said in the next version of AB it will be implemented, not sure 
which version is the 'next version'?

Any suggestions?
