Hello,
Your observation is incorrect. There is virtually no delay between
IB window and RT quote window (delay can be no more than 0.1 sec).
Charts on the other hand are refreshed less often
(with the user-defined frequency starting from 1 sec, see Tools->Preferences->Intraday )
