I believe that if you use 24 hour scales the code below produces the desired output.

 

But if you use day session only, the previous bar would be 1615,  
the next one will be 0930+barinterval, as a result the cross(Graph0, 0930)
does NOT produce the desired day start.

try this to get the first occurence that daystart 930 or higher
Daystart = cross(Graph0, 0930);
