Maybe you got such one, but at least the one I am taking about was simple
one registry key entry that is created by ***FRESH*** installation of Windows
and clicking in Internet Explorer on "Use blank" page.
And blank was indeed BLANK and NO MENUS of ANY kind were displayed.

So it is 100% GUARANTEED that we are NOT talking about any real danger here.
Again: FRESH windows installation STRAIGHT from CD-ROM.
