I do not know if this the "best" way to move files to new
hard drive, but I do know that it is simple and has worked
fine for me. The "plus" of this approach (for me) is that
the same software regularly backs up my windows drive.

TrueImage from www.acronis.com

To move files to a new drive (including windows files), I
make a regular "backup" of the windows drive (about 25
minutes to back up my windows drive with about 15 GBs of
files). Then I put in the new hard drive as the primary
drive (changing the hard drive cable and jumpers as
necessary). Then I "restore" the backup to the new drive. 

Oh, to do this I use the bootable CD that TrueImage creates
- the bootable CD allows your computer to work without
windows running so it is able to install windows the new C
drive. For those that care, Trueimage does this "magic" by
briefly running a copy of Lunix.

I have been a happy TrueImage user for a couple years now.

Oh, another note: TrueImage can not store the backup copy
on the same drive as it is backing up. (unless the physical
drive has been partitioned into 2 logical drives). Nor can
TrueImage restore an image to the same drive that holds the
back up. So one has to plan a head about where one will
store the backup image. The most practical method is to
have 3 harddrives, but one of the three can be a network
drive on another computer, or a logical drive on either the
old or new harddrive.
