According to e-mails on those groups SMART routing is broken today.
It seems to be the case.
It is easy to check - quotes flow OK if you use any other routing than
SMART (BEST):
INTC-BEST-STK
does not work today, while
INTC-ARCA-STK
INTC-ISLAND-STK
work fine.

when I try reconnect IB sends out a little
window : Accept incoming connection attempt. Immidiately this window
disappears again. To fast to hit the yes button. Yesterday I did not need to
press the "Yes" button. Still not working here.
