Ron,
I'm not a Outlook Express user, but how long did you wait to make
sure it never stops? It looks like your mail folders might have
gotten in a state which it tries to do something with when you click
on Inbox. Try waiting it out long enough until it decides it's done.
Of course, it could also be a bug in there. But I'd give this a try
first. You can also try searching for clues in MS Knowledge Base. A
quick search there shows this, among other hits -

Take the warning about changing registry keys very seriously, btw.
