thank you for the explanation.
The fractal you describe is a set of n [orange] bars,where the 3rd of 
them is the highest.
Of course it looks [strongly] into the future and I really wonder for 
its use.
Anyway, here is the ind. builder code.

The fractal is known at the [orange triangle] exit.
The 
Filter=Cond1;
will help to search for already formatted fractals.
