A good utility, with a file compare built in is Total Commander from:

Another is part of a great ASCII editor called UltraEdit that has a
file compare and edit section.
www.ultraedit.com, Ian has a new "enhanced" compare utility which I
have not seen.
Else there are dedicated programs, but the above will more than fit
the 'diff' utility requirement (if I read that request correctly).
