This might be your temporary solution:
You can assign the quote editor to a keyboard short cut ie. ctrl-Q.
This would call up QuoteEditor quickly; This does not keep the
subwindow on top or always opened. BTW not sure why you want to
change/updates datas with QuoteEditor while they can be
updated/inserted automatically.
