After 6 splits, the High and Low will be the same if their difference
before splits is less than: 0.00099 * 2^6 = 0.063.
After 7 splits: 0.00099 * 2^7 = 0.126.
After 8 splits: 0.00099 * 2^8 = 0.252
For stocks less than $10, it is very likely that the H-L < 0.252.
For TC2000, there are 2 decimals, the numbers above will become:
0.63, 1.26 and 2.52.
