Keep in mind that the lists are zero based. 
The following ticker belongs in Industry 23 (item 24 in the list as you count down) and not industry 22 (which is item 23 in the list as you count down) as you have it.

As per your sample:
AAT,Autron Corporation Limited,22

Should be:
AAT,Autron Corporation Limited,23


There may be other issues but that might be a start.

One other thing you need to know ia that amibroker only reads those lists when you first CREATE a database. After that the list don't do anything. So they are like a template for Amibroker to use when its creating a database for the first time.

So if you want them to take effect you need to make changes and then create a NEW database and you will see the changes. Or simply make the changes in menu item Symbol-->Categories...

The lists themselves look fine, their structure is quite simple and it appears you have the structure correct.

In the Industry list I have a single space between the number and they Industry name and it appears you have a tab, it may not matter.

I seem to be unable to set up the sectors correctly with the correct
stocks in the correct industry sub groups. I have read through the help
files and as far as I can work out the setup files are correct. 
But when I use the script file to update the symbol names and sectors
they load as correct industry groups in the right sector, but not in the
correct industry (sub-sector) directories. (eg I get bank listed under
diversified financials, and insurance symbols under banks industry)
How does the program actually setup the industries order under the
sectors.
I have tried re-ordering them in the file to no avail.
