For example for AMA2 the URL is as follows:
http://www.amibroker.com/guide/afl/afl_view.php?name=AMA2
The link has a target='_blank' that should cause that
it is opened in the new Internet Explorer window.
Please check if:
1. the link above works for you
2. you don't have some programs that interfere with interenet explorer
3. Try to navigate to the function reference in the help running stand-alone
