Yes, such snapshots are possible but far from being accurate.
For example Yahoo has the following disclaimer:
"a real-time quote from a participating institution only (Archipelago, Island, Knight) 
and does not necessarily represent the best bid or ask in the marketplace"

I am thinking on providing some low-end solution for people
who don't want / can not afford full-featured streaming real time prices.

Just please give me some time.
