I agree, its too short to write anything down 
without having to jiggle the mouse again to get it back.  Its been bugging 
me too...but I didn't think to ask!    Duh!

One thing I notice about the ToolTip is that it disappear 
after a time out.
I don't know about other user but I found this 
behavior not very user friendly ! 
In my opinion ToolTip must stay visible as long as you don't 
move the mouse !
This should not be difficult to change !
