First: the script is useful only for Australian traders.
To your questions:
A JS file could be edited in Notepad. But.. if you don't know
what a JScript file is, first you should read the first issue
of the newsletter www.amibroker.com/newsletter/01-2000.html
which explains scripting.

How can open and modified the script ? if i double click on the script its
running and i dont understand what is JS file ,i saved the script in
amibroker\scripts
