Read the recent posts by Hal Brehe and me about Interactive Brokers.
They are very inexpensive ($0.01/share, etc.) and I have been quite
happy with their executions. You can automatically route your trade to
a specific exchange of your choice or have their system send it to the
exchange with the most favorable price at the time.
I believe that they even have German versions of the software and a
German language Help desk.
