This trader tax bill is being proposed and there's an online petition against it.

I wanted some clarification on this.  So for 1 contract of the s&p e-mini's (ES), how much tax would be paid per transaction?  The proposal to tax 0.25%, but of what?  0.25 of the margin requirement?  0.25 of the profit/loss per transaction?
