Battery technology has changed greatly in the last 10 years.... the batteries back then were short lived, dangerous (fire and chemical), very heavy, expensive and didn't last very long..... Batteries are still an issue, but better now...(lithium ion)
 
A bicycle was probably a better option 10 years ago, than an electric car....and it burns unneeded calories...
 
You still read about Cell phones and computer batteries catching fire or even exploding.... well those old batteries in cars would be worse. The field logistics of product support would have been a nightmare....which is always overlooked by the Green crowd....not to mention the liability....
 
Hybrid makes a lot more sense for an American that wants the flexibility to be able to drive 10 miles or 500 miles...they were also invented many years ago....
