This is a problem with the futures markets also (equities, ag, energy etc)
Also ETFs are exploding . . .
So how do we regulate this activity(all derivatives) and get risk takers/makers 'on the hook' ?
One suggestion is to require a capital requirement on every transaction.
Since capital is limited, there will be a natural "cap".
The risk is that if the Euroepean regulators/markets do not join, the business will move
across the pond.
