With banking system imploding, bankers are raising cash and not lending it out. This has to drive liquidity down no matter what the Fed does. Fed is trying to restart banking system so that the banking system will restore liquidity. The whole thing is very precarious.

look at the chart of money supply
 
Bernanky is saying one think  to public ,,but in reality ,supply LESS  liqidity to banks,
maybe this is why citi had to go elsewere for funds,
this does not look good for market
