this is what metastock has as its standard.For an ELA it appears all you have to do is use data 1 and data 2 for advancing 
and declining securities - if you have the data feed) instead of a Composite
 
 
{To display the McClellan Oscillator, create a composite security in The DownLoader of Advancing Issues minus Declining Issues.  Open a chart of the composite and plot this custom indicator.}
 
Mov(CLOSE,19,EXPONENTIAL) - Mov(CLOSE,39,EXPONENTIAL)
