If you cancel an order no responsible broker will ack the
request till the exchange gives them status, so they send
the cancel to the exchange which gets whoever is holding
the order to move, if it is filled they send the fill back
on a priority basis, if the mm is sitting on the order he
has to decide to fill or kill it pdq

ok, so oex is only traded on CBOE, if you want details
click on it and a quote line appears in the TWS

free cboe delayed chains used to show all exchanges and
volumes, but doesn't any more, maybe someone else knows
someplace that does

i don't think ISE is better at execution than anyplace else,
put in a market order and they'll screw you just as fast
there as anywhere else 8-), their spread is better
sometimes, but not always
