I was trading OEX and as I understand the only exchange that trades it is
CBOE. How does one find out what the liquidity is both on a specific contract
and in general for different exchanges? Are any easier to trade than others
in terms of  spread and execution?

  What was the liquidity in the underlying
and the  various option series?  Did you ask where they entered your order? 
 The $2.90 offer may have been on one exchange and your bid may have been
on  another where the offer was higher.  There are a lot of reasons, non
of  them really good.
