Dear IB Trader:
IB would like to take this opportunity to
explain the events related to the Globex outage yesterday. At 11:18
CME stopped sending messages to IB. At 11:19 IB's software detected
and reported the lack of response messages to our operations staff.
At 11:20 IB contacted the GLOBEX Control Center to report the
problem. At 11:22 IB posted a bulletin to our users informing them
of the problem. At that time CME posted an email to IB that they
were investigating the problem.
During the failure more than 25% of the firms
that access GLOBEX were without service. The affected users lost the
ability to add, modify or delete orders at 11:18. Certain users lost
market data services while others could trade as usual, hence the
market was still active. The Exchange technical and trading
operations staff used the following 16 minutes to characterize the
problem and concluded that the market would be best served by
halting trading. IB promptly passed that information to our users at
11:34. Trading was halted for all of Globex at 11:40.
System reliability is a top priority for IB,
and we wanted to let our customers know that the CME also takes
reliability seriously and is working hard to prevent outages like
the one yesterday. We apologize for any inconvenience.
