Bush's biggest mistake was when he said Saddam "and his military" would be held responsible for all that has occurred both within and outside of Iraq's borders. That just brought them closer together in support of each other.
Bush should have offered his military amnesty for their crimes against their own people.
If this was the case, they would have taken Saddam out themselves. Iraq's generals do not want to be held accountable for war crimes if we invade and achieve our objectives.
So by saying they're in the same boat as Saddam...keeps them as a tight knit group.
Offer them amnesty and see how quickly Saddam turns up dead.
