I agree with these two comments. Teachers should be rewarded (or 
not!) based on performance. Unfortunately this doesn't happen in big 
bureaucracies / government agencies. Why does anyone think teachers 
are going judged this way? 

I have been involved in my son's education since pre-school. I can 
tell you first hand that many parents do NOTHING to prepare their 
kids for school. The irony is the more ill-prepared your child is for 
school the more services you can demand from the system. A few  
troubled  kids can nearly cripple a school, and just one can ruin a 
classroom. Moreover, schools are often mandated by law to reward 
these same kids with extra services. The worse you do as a parent the 
more the government rewards your kid.

That said, I wonder about folk's agendas on this list. A few seconds 
with Google will get you the facts (if you want them, I've done the 
search for you (see the lazier you are the more help you get <g>)). 
Teacher salaries largely depend on which county they teach in. A few 
rich counties DO pay teachers well. AVERAGE starting pay in the good 
old USA is well < $30K. What other college grads start < $30K as a 
group? If you are in a wealthy town in a less wealthy county (like 
me) you and your kids both get screwed. The county sucks the tax  
money away, and your local school system gets squat.
